Marcia Armant St. Martin is a recognized public administrator and utility leader. Her lifetime in government service has been exemplified by dedication to duty, creative management, high performance and great attention to the needs of the citizens of New Orleans and the staff of the Sewerage and Water Board. She has over 18 years of experience working in the water profession. She is the Executive Director of the Sewerage and Water Board of New Orleans. As the Executive Director of the Sewerage and Water Board of New Orleans, Marcia St. Martin is responsible for the three water systems serving New Orleans. The majority of the City is below sea level and is subject to both local flooding due to heavy rainfall events and from tidal and storm surges brought on by hurricanes. The rapidly disappearing coastal wetlands have historically provided a buffer for the utility. However, due to climate changes the water utility risks have greatly increased.

Marcia is a member of the American Water Works Association, The Water Environment Federation, National Association of Clean Water Agencies and the Association of Metropolitan Water Agencies. She served as a member of the Board of Directors’ of Water for People, where she held the office of Treasurer. She served as a Trustee for the American Water Works Research Foundation and for the Louisiana Asset Management Pool, Incorporated. She is active in her community of New Orleans. Her work and leadership has been recognized by the Bureau of Governmental Research of New Orleans, The Young Leadership Council of New Orleans, the River Region Council, the Water Research Foundation, and numerous other civic and national associations.

Most recently, Marcia participated in the Clean Water America Alliance National Dialogue on an Integrated Water Policy: Urban Water Sustainability and was a participant in a workshop with U.S. Senator Mary Landrieu on the Louisiana Coastal Planning and Sustainability. She is also a member of the Environmental Protection Agency’s Climate Ready Water Utilities Working Group.
